Sistem pengelolaan sumber daya dosen yang lengkap, transparan, dan akuntabel. Pedoman tertulis untuk menyeleksi mutu dosen Universitas/Fak/PS memiliki kebijakan, program dan kegiatan pengembangan pedagogik dosen. Sistem kenaikan pangkat dan jabatan fungsional dosen. Program pengembangan jenjang karir dosen dalam tugas tambahan. Persentase dosen tetap yang menjalani program peningkatan kompetensi melalui tugas belajar. Universitas/Fak/PS memiliki instrumen dan melaksanakan survei kepuasan dosen. Pelaksanaan survei kepuasan dosen terhadap sistem pengelolaan sumber daya manusia. Rasio jumlah mahasiswa terhadap jumlah dosen tetap. Dosen tetap berpendidikan doktor (S3) / Sp 2 (S3Sp2).
